NAHMA HUD Update: HUD Issues Guidance for Running an Optimized HCV Program

Dear NAHMA Members,

HUD’s Office of Public and Indian Housing recently published Notice 2020-29Guidance for Running an Optimized Housing Choice Voucher Program. This notice provides tools and guidance to assist PHAs

in optimizing the HCV program by maximizing the number of families served, while reducing the rent burden for assisted families. The notice provides several program tools such as the Two-Year Forecasting Tool, the Payment Standard Tool, the HCV Analysis Tool and PIC Drill-Down, and the HCV Guidebook. The notice discusses the voucher program planning timeline and how to incorporate best practices to increase success rates—while noting that PHA operations and HCV clients are being significantly impacted by COVID-19  and that the recommendations will have varying levels of success.
