NAHMA HUD Update: HUD Provides COVID19 Updated Multifamily Q and AGuidance

October 14, 2020

Dear NAHMA Members,

HUD’s Office of Multifamily Housing today released an updated COVID-19 Questions and Answers Guidance (last updated on July 31). This guidance addresses the recent Centers for Disease Control and Prevention Eviction Moratorium Order and supplements the HHS & CDC Temporary Halt in Residential Eviction to Prevent the Further Spread of COVID-19 guidance (issued on September 4, 2020). The guidance includes updated information on the applicability of the eviction moratorium, including additional information on evictions for reasons other than non-payment of rent and the residential declaration form.

A significant portion of the questions on property reviews and inspections, MORs, asset management and policy and operations have been updated with new guidance as well. This includes financial audits, tenant income recertification, utility analyses and capital needs assessment (CNA).
