NAHMA HUD Update: HUD Requests Public Comments on Multifamily Family Self Sufficiency (FSS) Proposed Rule; Webinar on Proposed Rule Available Oct.8

September 30, 2020

Dear NAHMA Members,

Last week, the proposed regulation implementing the Economic Growth, Regulatory Relief, and Consumer Protection Act changes to HUD’s Family Self-Sufficiency (FSS) Programs (FR-6114-P-01) was published in the Federal Register on September 21, 2020.

Comments are due to HUD by November 20, 2020. Interested persons may submit comments electronically through the Federal e-Rulemaking Portal. Please note that comments submitted after November 20, 2020, will not be taken into consideration, nor will comments that are sent directly to a HUD staff person without also being submitted through the portal. HUD highly encourages Multifamily stakeholders to review the proposed rule and submit comments, including responses to the questions on which HUD seeks input. If members can have their comments sent to NAHMA staff before 2pm(EST), on November 13, NAHMA can submit a consolidated industry response, based on members feedback.

HUD has also posted a sample Multifamily FSS Escrow Calculation Worksheet for review and comment.

Additionally, the Offices of Multifamily Housing and Public and Indian Housing will jointly host a webinar on the proposed rule on October 8. Please remember that any changes proposed in the September 21, 2020, rule will be effective only once a final rule is published. For inquiries about the Multifamily Housing FSS program, please contact [email protected]. Please see the webinar details below for more information.
