We wanted to draw your attention to a Request for Information Notice (RFI) issued by the U.S. Department of Housing and Urban Development (HUD), Office of Multifamily Housing to obtain market information regarding contractor support services for the Green and Resilient Retrofit Program (GRRP) and to receive industry feedback on the draft Performance Work Statement (PWS). This is being issued solely for information and planning purposes. 

 

The RFI will close on January 20, 2023, and responses must be submitted electronically, via email, no later than 5:00pm ET.

 

As part of the Inflation Reduction Act of 2022, HUD's Office of Multifamily Housing will be seeking contractor support services to implement its new Green and Resilient Retrofit Program that will fund projects that improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building electrification strategies, or address climate resiliency of an eligible property.

 

Services shall include:

  • Conducting and reviewing property assessments that include capital needs assessments, renewable energy assessments, energy audits, and climate resilience assessments.
  • Developing scopes of work in partnership with owners based on assessment results, tenant engagement, and additional information that aligns with GRRP eligibility requirements and program targets.
  • Assisting owners with the creation of a financing plan for retrofit activities.
  • Documenting construction and managing program funds.
  • Construction checks and commissioning.

 

Through this RFI, HUD aims to identify contractors who can provide GRRP support services and those that can partner together to provide services. Interested vendors are those vendors who have interest in providing a response to RFI and who can provide a vendor capability statement demonstrating a commercial solution and technical experience for this requirement, including relevant scope in terms of its size, complexity and magnitude to the tasks/activities to be performed under this requirement, particularly, as it pertains to the support services and technical solutions required for HUD’s GRRP support services. All capable and available firms are encouraged to participate.
