Memo: Clarification on Valuation of Non-Shelter Services

According to HUD MF Leadership, this memo was released to provide clarification on the valuation of non-shelter services in Rent Comparability Studies and developed after many conversations with industry stakeholders and consultation with HUD appraisers, OGC, and leadership in the Office of Housing…The purpose of this memo is to address inconsistent and sometimes inappropriate interpretation of Chapter 9 of HUD’s Section 8 Renewal Guide to provide greater clarity and ultimately to preserve HUD’s ability to support appropriate and authorized non-shelter services. Per the memorandum’s introduction, “In valuing services at a subject property, an appraiser must (1) determine how the services are offered and funded, (2) select comparable properties that make services available similar in type and funding source to those at the subject property, and (3) assign a market value to the services offered at the subject property. This valuation informs the appraiser’s determination of market comparable rents for a Section 8–assisted property. This memorandum clarifies existing policies with respect to these activities and serves as a complement to Chapter 9 of the Section 8 Renewal Policy Guidebook (the Guide). This guidance does not apply to internet/satellite/cable services.”

Registration Is Open for the Innovations In Energy Efficiency Webinar Series

Registration is now open for the Innovations In Energy Efficiency Webinar Series, which will be held November 29 – December 2, 2021. This 8-part webinar series is a collaboration between the Department of Energy and the Department of Housing and Urban Development with a focus on energy efficiency in housing. There is no cost to register, but registrations must be submitted by Thursday, November 25.

Who Should Attend?
The content of the webinars will be basic, practical, and actionable with an emphasis on simplifying the decisions related to the rehabilitation of single- and multi-family housing with an eye towards decreasing the energy burden of the HUD building stock. Webinar topics range from an introduction to energy efficiency fundamentals to advanced topics such as exterior retrofits and the latest energy code requirements. The webinars are open to everyone especially HUD grantees and HUD staff with oversight responsibilities are encouraged to attend.

COVID-19 Supplemental Payment Requests Due Friday, Nov. 19

As a reminder to owners of multifamily-assisted properties, the deadline to submit COVID-19 Supplemental Payment (CSP) reimbursement requests to HUD or the Contract Administrator is this Friday, November 19, 2021.

Please use the final version of the HUD 52671-E CSP Request  form when submitting for expenses incurred through October 31, 2021. Refer to the “Tips and Explanations” document for help completing the form.


Additionally, the Frequently Asked Questions document offers assistance in the process. It includes important clarifications on eligible expenditures and transaction timeframes.

The COVID-19 Supplemental Payments Housing Notice makes more than $180 million in supplemental operating funds available to owners/agents of multifamily assisted properties for protecting residents and staff from COVID-19.

Property owners and management agents should contact their assigned HUD Account Executive or Contract Administrator with any questions about property eligibility for a CSP.
