Memo: Clarification on Valuation of Non-Shelter ServicesAccording to HUD MF Leadership, this memo was released to provide clarification on the valuation of non-shelter services in Rent Comparability Studies and developed after many conversations with industry stakeholders and consultation with HUD appraisers, OGC, and leadership in the Office of Housing…The purpose of this memo is to address inconsistent and sometimes inappropriate interpretation of Chapter 9 of HUD’s Section 8 Renewal Guide to provide greater clarity and ultimately to preserve HUD’s ability to support appropriate and authorized non-shelter services. Per the memorandum’s introduction, “In valuing services at a subject property, an appraiser must (1) determine how the services are offered and funded, (2) select comparable properties that make services available similar in type and funding source to those at the subject property, and (3) assign a market value to the services offered at the subject property. This valuation informs the appraiser’s determination of market comparable rents for a Section 8–assisted property. This memorandum clarifies existing policies with respect to these activities and serves as a complement to Chapter 9 of the Section 8 Renewal Policy Guidebook (the Guide). This guidance does not apply to internet/satellite/cable services.” The Memo is attached and available on NAHMA website HERE. Registration Is Open for the Innovations In Energy Efficiency Webinar SeriesRegistration is now open for the Innovations In Energy Efficiency Webinar Series, which will be held November 29 – December 2, 2021. This 8-part webinar series is a collaboration between the Department of Energy and the Department of Housing and Urban Development with a focus on energy efficiency in housing. There is no cost to register, but registrations must be submitted by Thursday, November 25. Who Should Attend? Questions?
