NAHMAnalysis 2016-1130: VAWA Final RuleDecember 1, 2016 A new NAHMAnalysis which provides a summary of Violence Against Women Act (VAWA) Final Rule, highlighting key changes and HUD responses to industry comments. The final rule is now available at NAHMA website here.Please note that this rule impacts all owners/agents of properties under HUD's rental assistance programs and becomes effective on December 16, 2016. According to the final rule, covered housing providers will have 180 days from the effective date to develop emergency transfer plans. HUD has stated that emergency transfer provisions become effective on, June 14, 2017. Appendices A-D in the final rule are key documents that members should note; this includes the Notice of Occupancy Rights and emergency transfer requirements. NAHMA expects HUD to issue additional implementation guidance in the future, however HUD leadership changes will likely bring delays. The NAHMAnalysis may also be found on the NAHMA website here. |
